Abstract: | Artificial intelligence (AI) is attracting significant attention worldwide in 2023 because of its potential to transform economies and societies. The Association of Southeast Asian Nations (ASEAN) must accelerate the debate on AI for five compelling reasons. First, narrowing the gaps in AI readiness within ASEAN is essential to share the benefits of AI equitably. Second, there are concerns that rapid advances in AI could result in job loss, and retraining is needed. Third, AI systems must be developed from an ASEAN-centric perspective to overcome prejudice and align AI with ASEAN values. Fourth, as developed countries implement AI regulations, ASEAN needs to consider the need for its own regional policies. Finally, now is the perfect time to discuss the positioning of AI in the regional framework as ASEAN’s digital integration initiative progresses. The paper discusses the significance of AI in 2023, the challenges in ASEAN, the need for its own policies, and policy recommendations. |

Abstract: | Over the last decade, the Association of Southeast Asian Nations (ASEAN) has undergone significant development in digitalisation. The rapid digital transformation in ASEAN, however, has brought forth risks and challenges encompassing data security, cybersecurity, competition, and the digital divide. To effectively address these challenges and leverage the potential of the digital realm, ASEAN developed nine frameworks during 2016–2023. Yet, the focus is primarily on digital trade. We suggest that ASEAN embrace digital transformation by establishing the ASEAN Digital Community (ADC) 2045. This vision could provide guidance to Member States, enabling them to overcome regional challenges and unlock their digital potential. It is crucial for ASEAN to nurture digital development across the three key pillars: political-security, economic, and socio-cultural dimensions. The three pillars should be built on four fundamental elements: data governance, value-added enhancement, improved digital connectivity, and digital inclusivity. Through the establishment of ADC 2045, ASEAN could position itself as a significant player in the global digital economy while ensuring that digital transformation aligns with its sustainable and inclusive development agenda. |

Abstract: | Are the labor market changes from exports specific to exporting industries, or do they dissipate throughout the economy? To analyze this question, we study the case of Vietnam. Vietnam exported a total of $356B, making it the number 18 exporter in the world in 2021. Recent studies show provinces in Vietnam with greater exposure to tariff reductions observe greater rates of poverty decline and gains in wages and employment. We extend this literature by estimating the impact of exports propagated through domestic production linkages in Vietnam between 2010 and 2019. We find that direct exposure to exports has a limited impact, except for wages. When considering supply chain linkages, the impact on wages and income is more significant, especially for those in foreign sector and in the lowest income bracket. College premium decreases, and the gender wage gap narrows. With respect to employment variables, direct exposure to exports leads to increased employment and reduced inactivity and these findings remain consistent when accounting for supply chain linkages. The gains in employment are concentrated in workers with no schooling, while employment rate falls for more skilled workers. |

Abstract: | Does electoral accountability discipline public spending? After the fall of Suharto, Indonesia held local elections for the first time in decades. I study how this democratization affected the spatial allocation of public investment in healthcare infrastructure. Using the staggered rollout of new hospitals, clinics, and subclinics over time, I estimate a spatial demand system for healthcare that allows me to quantify the surplus generated by any given allocation of facilities. I find that the actual allocation generates only 60% of achievable surplus. Facilities do not go to areas that need them most, especially prior to democratization. To understand why, I model the spatial allocation decision as a dynamic discrete choice problem, and I estimate the government’s objective function by revealed preference. On one hand, I find that Suharto-era biases toward certain areas, such as those within the patronage network, are substantially lower after democratization. On the other hand, spillover effects are less internalized as districts become more focused on their own constituents. The first effect dominates, and democratization decreases misallocation overall. |

Abstract: | The purpose of this study is to study; (1) What is the concept of increasing the productivity and blue economy capacity of coastal communities in Indonesia?; (2) How to increase the bargaining power economy of coastal communities in Indonesia? Type of literature research with a qualitative descriptive approach and analysis with an inductive approach. The results showed that the concept of increasing productivity and blue economy capacity of coastal communities in Indonesia was carried out by 1) providing guidance on the environment as a form of conservation aimed at maintaining the ecosystem, 2) counseling to supervisory community groups useful to help supervise exploitative economic activities, 3) socialization of regulations so that fishermen also have a role in safeguarding fishery resources, 4) increase fishermen's understanding of fishing routes aims to increase insight and maximize fish production, 5) increase fishermen's catch production figures in line with the program's objectives, namely to maintain sustainable fishery resources and food security. The form of increasing the bargaining power economy of coastal communities in Indonesia is carried out by; 1) empowerment of regional resource potential; 2) improving the human resources of coastal communities in accordance with the potential of regional resources; 3) management of marine resources that are environmentally friendly and pay attention to the sustainability of the ecosystem; 4) the implementation of scientific research related to marine resources management; 5) Marine resource management based on the economic development of coastal communities. |

Abstract: | High hopes are pinned to mini-grids for rural electrification, especially in remote and sparsely populated areas. This note presents new evidence from a large evaluation of a US Millennium Challenge Corporation investment into mini-grids in Indonesia. We find that, a few years after commissioning, many mini-grids in the program do not operate properly, corroborating older concerns about the sustainability of mini-grids and off-grid energy systems that have been voiced for several years. Operational costs are typically high and electricity demand low. Minigrid programs should take these structural challenges into account, and especially abstain from overly optimistic electricity demand projections. |

Abstract: | In Malaysia, the concept of land leasing onto land title has been extended to the strata title of a multi-story building, known as the strata lease scheme. This case study aims to provide, firstly, an overview of strata lease schemes in Malaysia and, secondly, a discussion of how the intention of developing strata lease schemes led to the creation of a new township. Data were obtained through interviews and document reviews from a single case study named Bandar Baru Farlim in the State of Penang, Malaysia. This study highlights best practices in property development initiatives toward sustainable housing delivery. |

Abstract: | Purpose This paper aims to investigate the wage gap between temporary and permanent workers in Pakistan and Cambodia. Design/methodology/approach Quantile regression estimator is likely to be the most relevant to the sample. Findings The estimates indicate the presence of a temporary employment wage penalty in Pakistan and contrarily a wage premium in Cambodia. Moreover, quantile regression estimates show that wage differentials could greatly vary across the wage distribution. The wage gap is wider at the bottom of the wage distribution in Pakistan, suggesting a sticky floor effect that the penalty of being in temporary jobs could be more severe for disadvantaged workers. By contrast, a glass ceilings effect is found in Cambodia, indicating that the wage premium is small at the bottom and becomes high at the top of the pay ladder. Originality/value Despite the rise of temporary jobs in the past several decades, the empirical evidence on wage differentials between temporary and permanent workers is extremely limited in developing Asian countries. This paper is the first research work that systematically examines the temporary-permanent wage gap in selected Asian countries, based on their National Labor Force Survey data. |

Abstract: | With very rapid technological advances in this era of globalization, it is possible to shorten the processing of various information and make work easier, more effective and efficient. Many people do part of their work in buying and selling transactions to get a lot of profit. One of them is carrying out online buying and selling transactions using the dishope e?commerce application, where many shope sellers sell mystery boxes. Shope is a technology?based buying and selling application in Indonesia with a mission to equalize the digital economy. This research discusses the review of Islamic law regarding Mystery Box purchase transactions on the marketplace. The aim of this research is to analyze aspects of muamalah jurisprudence related to mystery box buying and selling transactions carried out via the Shopee e-commerce platform. This research uses the legal istinbat method which comes from the Koran and Hadith. The results of this research state that the law of buying and selling mystery boxes is prohibited because buying and selling mystery boxes does not fulfill the terms and conditions of buying and selling, namely the uncertainty of the items in the mystery box, the contents of which are only known by one party. According to Sharia, the buyer does not give the right to khiyar (choose). From this, mystery box buying and selling is included in gharar buying and selling because it contains an element of ambiguity which causes losses to buyers. |

Abstract: | "Objective - In the new Normal era which is filled with uncertainty and ambiguity termed Volatility, Uncertainty, Complex, and Ambiguity, leaders of public organizations are faced with various contradictory conditions (paradoxes) especially to prepare the organization and its employees to change to become more effective and efficient in serving the community. For this reason, a paradoxical leadership style is needed that uses the integration of paradoxical things to meet the needs of the organization and the needs of employees simultaneously. Moreover, the organizational performance can improve and be more adaptive to change. Methodology/Technique - The scope of the questionnaire distribution was Bengkulu Provincial Health Office employees with a planned sample size of 311 respondents using the census method, namely taking all population members as samples. This study applies Structural Equation Modeling (SEM) with the stages of testing construct validity (convergent validity, and discriminant validity) and reliability using SmartPLS 3.0. Findings - The results showed that paradoxical leadership had an effect on employee readiness and organizational performance, either directly or through a mediator. While organizational ambidexterity is not able to affect employee readiness to change and affect organizational performance. This is because public organizations have not been able to carry out the function of exploration and exploitation as an ambidexterity function Novelty - The model of research that we examine provides a more complete picture of how readiness to change can become a mediator not only on how paradoxical leadership influences change-oriented performance but also on the organisation's overall performance. Abstract: | The Head of School as head of the school is a contributing factor to success in efforts to strengthen governance, accountability, and public image. This success is not independent of competence and ability in tasks, roles, and functions. Providing primary service to all school citizens, optimizing the empowerment and development of the school citizen, focusing on performance and growth, and impacting school progress and society, this leadership is called serving leadership. Based on preliminary research, it is known that the head of a private SMK school in the Bogor district has not optimally demonstrated serving leadership. This research aims to produce ways and strategies for strengthening leadership serves by analyzing the influence of positive and dominant influence variables on serving leadership. The research uses the POP-HRM approach (Modeling and Management Resource Enhancement Optimization) with SITOREM analysis to produce optimal solutions from existing solutions. Implications of the research are, that if serving leadership wants to be empowered then it requires the development of adversity intelligence, proactive personality, teamwork, and increased commitment to the organization, as well as work motivation. |

Abstract: | " Objective - The current paper investigates the relationship between macroeconomic factors and tourism demand for OIC countries. Methodology - The current paper employed the panel quantile regression analysis to assess the relationship. Findings - It is demonstrated that the impact of macroeconomic factors on tourism receipts is heterogeneous depending on the levels of tourism spending in the OIC host countries. The exchange rate and income exhibit a positive relationship with tourism demand. Meanwhile, inflation presents a negative relationship towards tourism demand at the lower level of tourism demand yet is positively related to the higher level. On the other hand, trade openness is negatively related to tourism receipts in general, and the strength of the relationship decreases at a higher level of demand. Abstract: | LỜI NÓI ĐẦU Kinh tế thế giới tăng trưởng nhanh chóng trong những thập kỷ gần đây, trong đó sự đóng góp của thương mại quốc tế và đầu tư quốc tế vào GDP, của từng quốc gia nói riêng và của cả thế giới nói chung, ngày càng tăng nhanh. Trong xu hướng toàn cầu hóa, kinh tế một quốc gia có tác động qua lại với kinh tế của nhiều quốc gia khác của thế giới, hoạt động kinh doanh của các công ty cũng chịu tác động tương tự của xu hướng toàn cầu hóa này. Do vậy, việc nghiên cứu các hoạt động kinh doanh quốc tế trở nên cần thiết, cả ở cấp độ quốc gia lẫn cấp độ doanh nghiệp. Kinh doanh quốc tế hiện là một ngành học được giảng dạy trong hầu hết các trường có liên quan đến quản trị kinh doanh nói chung, trong đó môn học Quản trị Kinh doanh quốc tế nhằm nghiên cứu kỹ môi trường kinh doanh quốc tế, từ đó hoạch định chiến lược kinh doanh phù hợp với từng giai đoạn phát triển của công ty tham gia các hoạt động kinh doanh quốc tế, cũng như thực hiện việc quản trị các hoạt động trong một đơn vị kinh doanh quốc tế. Abstract: | Economies transform at an uneven pace. This paper develops a dynamic overlapping generations model of economic geography where historical exposure to different industries creates persistence in occupational structure, and non-homothetic preferences and differential productivity spillovers lead to different rates of structural transformation. The model is calibrated to the U.S. economy from 1980 to 2010. The calibration allows us to back out measures of upward mobility and inequality, thereby providing theoretical underpinnings for the Great Gatsby Curve. The counterfactual analysis reveals that structural transformation has substantial effects on a slowdown and explains heterogeneity in upward mobility across cities. |
