    Abstract: The purpose of this article is to investigate the effect of differences in the inflation rates of trade-partner countries on their foreign trade patterns. The results of the analysis of a simple trade model served as the basis for an empirical study of Russia's foreign trade. For the purposes of experimental verification, we built Russia's export and import gravity models, using trade data for 2005-2012, as well as indicators reflecting the ratio of inflation rates in Russia and its trade-partner countries by the main commodity groups (inflation data for 1995-2012). The results of the empirical verification have basically confirmed the conclusions derived from the trade model analysis: Russia intensifies its export of fuel and raw-material commodities to countries with lower inflation rates and, simultaneously, increases its import of engineering, chemical, and agricultural products from countries with lower inflation rates.

    Abstract: [Final remarks] Our findings suggest that the decentralization reform of the MW setting mechanism accelerated the growth of the wage floor for Russian workers and narrowed the variation in the minima between regions. At the same time, the coexistence of the federal and regional minimum wages has led to new imbalances. All these mean that the reform of the minimum wage setting mechanism in Russia cannot be considered final and further steps are required for better functioning of this institute.

    Abstract: This study employs the econometric framework of price transmission to analyze spatial integration of major wheat growing markets in Russia. Russian government frequently intervenes to regulate trade relations by restricting export of wheat abroad in the periods of deficit of supply. Different non-linear models are used to capture the impact of intervention measures. The results show that in isolation from global markets, Russian export-oriented wheat producers increase their presence inside the country and domestic trade becomes more active. As a result, government interventions lead to reduction of wheat deficits.

    Abstract: The Russo-Japanese war, the first war for Russia after almost three peaceful decades and the first major conflict to begin in the 20th century was in many ways a precursor to its two great wars. The article is to show the way the Russo-Japanese War is represented in the verse of 1904-6, exploring different poetic devices used to bring war back home and juxtaposing poetics and ideology. It focuses on such constitutive features of the war as geography and technology and traces their poetic projections in a wide range of the verse coming from different sources

    Abstract: В статье обосновывается, что сегодняшнее научное знание утратило свои объяснительные возможности и не способствует определению объективных причин возникновения системного кризиса в мире и в России. Следовательно, не позволяет осуществить поиск и обосновать переход к новой модели экономического роста, несмотря на то, что в нынешнем состоянии Россия обречена на стагнацию, на дальнее замедление темпов роста, на рост безработицы и бедность. Далее в статье говорится, что только выход на мировоззренческий уровень понимания возникновения системного кризиса и всех остальных проблем позволил выйти на формирование новой методологии познания закономерностей в развитии человеческой системы. И уже на основе этой методологии обосновать необходимость и возможность реализации Мегапроекта «Территория опережающего развития: все для человека» <P> The article proves that current scientific knowledge cannot explain the objective causes of the systemic crisis in the world and in Russia. Consequently, it does not allow searching for and justifying the transition to a new model of economic growth. Only access to the philosophical understanding of systemic crisis allowed entering the formation of a new methodology of getting knowledge about patterns in the development of human system. On the basis of this methodology it is possible to justify the necessity and possibility of realization of the megaproject "Territory of advanced development: everything for men".

    Abstract: This article describes ways of using original texts in the National Russian Corpus and news texts to teach Russian as a foreign language. The two-year work of a scientific group from the Higher School of Economics (from Nizhny Novgorod and Moscow), called CorpLings was analyzed. Special attention was paid to the automatic adaptation of acute news texts, which was the basic principle of the research part of the project. We also describe ways of simplifying syntactical and morphological structures that may seem difficult for students at an elementary level. The stages used for lexical simplification are described in detail, such as the creation of an algorithm to find the most appropriate synonyms based on morphological rules, and an analysis of the statistical model of words’ contextual proximity. This article also addresses the difficulties faced by developers and the final results of our research

    Abstract: Due to an increase in export shares of Kazakhstan, Russia and Ukraine (KRU) the competition in global wheat market has become more intense during the last decade. Hence, this study aims to analyze the market structure of KRU over the period 2004-2010. By using the gravity trade model and Poisson Pseudo Maximum Likelihood (PPML) estimation method, this study confirms that the emergence of KRU increases the competition in international wheat market. The other main finding is that there is no evidence of market power of KRU wheat exporters over the South Caucasian and Central Asian countries.

    Abstract: As a result of some important changes in the international wheat market, market shares of leading exporters have recently altered. The Black Sea region countries – Kazakhstan, Russia and Ukraine have become important wheat exporters. Consequently, the pricing behavior of these countries has become a key issue. By applying the pricing-to-market model to annual wheat exports, this study analyses price discriminating behavior of the KRU exporters in foreign markets during 1996-2012. The results demonstrate that even though the KRU countries are able to exercise price discrimination in some importing countries, they usually face perfect competition in most destinations.

    Abstract: Price studies have been extensively investigated in agricultural economics literature. In the grain market, it seems that more information is available in terms of price behavior and relationships across markets. In the dairy market, on the other hand, price information is more limited. There are studies related to milk price relationships, but none explore the short-run and long-run relationship between milk prices across countries. This analysis aims to fill this gap in the literature. Insights from this work, which may help private companies and policymakers on how milk prices behave across the world, are provided. Data are offered by the IFCN Dairy research network, located in Kiel, Germany, and includes monthly price data from the United States, Brazil, Germany, the Netherlands, Russia, South Africa, India, China, and New Zealand. A Vector Error Correction (VEC) model is used to summarize the long-run relationship among prices from these nine countries. Contemporaneous innovations are modeled as an acyclic graph using recently developed algorithms from the machine literature. Forecast error variance decompositions are also estimated to visualize the relationships among variables in the system. As for validation, out-of-sample forecasts from the estimated Vector Autoregression (VAR) and VEC models are performed and the latter performed better. This forecasting exercise also supports the imposition of a low number of cointegrating vectors, which coheres well with trace tests and information criteria. The United States, New Zealand, and the IFCN milk price play an important role in the international dairy market.

    Abstract: The paper investigates determinants of civic participation in local budget processes in rural areas in the Kyrgyz Republic by using data from the Life in Kyrgyzstan survey, conducted in 2012. The analysis of the data suggests that although civic awareness and interest in local budget processes is relatively high, the participation rate in local budgeting processes is low. The paper also shows that interest, awareness, and participation are positively associated with the age, education, employment, risk-taking attitudes, trust, and social capital of respondents. The paper documents that unawareness and lack of participation are largely related to being female, of non-Kyrgyz ethnic origin, inactive in the labor market, recent internal migrants, and residents of communities with poor infrastructure.
